
Monrovia — President Joseph Nyuma Boakai, Sr., has exercised his constitutional authority to grant executive clemency to 72 eligible inmates across Liberia, citing the spirit of reconciliation, mercy, and national healing during the holiday season.
According to an Executive Mansion release, the clemency—effective immediately—includes pardons and commutations for inmates who demonstrated good behavior, genuine remorse, and met eligibility standards set by justice and corrections authorities. The decision followed a thorough review of recommendations submitted through established legal and administrative channels.
President Boakai said the action reflects his Administration’s commitment to temper justice with compassion, especially during a season that calls for forgiveness, rehabilitation, and second chances.
“This act of clemency is not a negation of justice,” the President said. “Rather, it affirms our belief in rehabilitation, human dignity, and the possibility of reform. As a nation, we must uphold the rule of law while recognizing the power of mercy to restore lives and strengthen families.”
The beneficiaries include 72 individuals—70 Liberian nationals and two Guinean nationals—comprising 70 males and two females, including two juveniles. All were convicted of non-capital felony offenses.
Selection criteria prioritized inmates who had served more than 50 percent of their sentences, those who completed prison terms but remained incarcerated due to minor restitution obligations, as well as elderly inmates and individuals with terminal illnesses.
President Boakai emphasized that strict eligibility standards were applied, noting that no persons convicted of capital or other notorious offenses were considered. All recipients reportedly maintained exemplary conduct during incarceration.
He urged beneficiaries to seize the opportunity to live law-abiding lives and contribute positively to national development, stressing that the privilege of clemency carries responsibility.
The President reaffirmed his Administration’s resolve to reform the justice and corrections systems to strengthen rehabilitation, reduce recidivism, and improve fairness and efficiency, while calling on Liberians to embrace unity, forgiveness, and shared responsibility as the nation advances toward lasting peace and inclusive development.
The President’s decision is in line with Article 59 of the Constitution of Liberia which states that the President has the power to grant reprieves, pardons, and commutations of sentence, except in cases of impeachment.
