High-Risk Sex Offender Registers as Homeless in Fargo

FARGO, N.D. — The Fargo Police Department is notifying the public that a high risk sex offender has registered as homeless in Fargo.

Matthew David Bartell registered as homeless in Fargo, he was assessed as a high risk offender by the North Dakota Sex Offender Risk Assessment Committee.

Bartell was convicted in 2004 of third-degree sexual abuse of a 21-year-old female in Oregon.

In 2007, Bartell was also convicted of indecent exposure in Los Angeles, California.
